To get a "100-year" telegram from the Queen, Maurice would need to prove he is:
- a British citizen - e.g. copy of relevant British passport page
- 100 years old e.g. pension details, uk birth certificate

Although Maurice is now a US citizen, he may have retained his UK nationality and UK passport. Although the US requires you to give up foreign nationality when you become a US citizen, the Brits do not recognize this.
